William C. Cooney was born in Tipperary, Ireland on March 9, 1872. He immigrated to the United States and on June 15, 1901, he enlisted in 27th Infantry and served as a Sergeant during the Spanish-American War. He married May Agness Barrett and moved without May to the Canal Zone in 1918 for employment as a police officer at Pedro Miguel, Balboa District, Panama Canal Company. He was naturalized on May 13, 1926. After he retired, he remained in Panama. He died at Gorgas Hospital on October 26, 1936 and was buried at the Corozal American Cemetery.
