Private First Class Finley was a member of Company K, 3rd Battalion, 9th Infantry Regiment, 2nd Infantry Division. He was taken Prisoner of War while fighting the enemy in South Korea on February 12, 1951 and died while a prisoner on March 31, 1951. His remains were recovered on December 23, 1993 and Identified on October 23, 2009. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
