FOIA Improvement Plan – Update Status Report

On December 14, 2005, the President issued Executive Order 13,392, entitled "Improving Agency Disclosure of Information," which established a "citizen-centered" and "results-oriented" approach to administration of the Freedom of Information Act. The Executive Order required each agency to conduct a review of its FOIA operations, to develop an agency-specific plan to improve its administration of the Act, and to include in its annual FOIA report a description of its progress in meeting the milestones and goals established in its improvement plan.

 

The American Battle Monuments Commission’s FY 2006 FOIA report contained a description of its progress in implementing the milestones and goals of the Commission’s FOIA Improvement Plan.  Several deficiencies were noted.  This Updated Status Report reflects the agency’s progress in correcting those deficiencies.

 

A.                 1.  FOIA Improvement Plan Area:  Proactive Disclosure

 

2.      Identify the deficient milestone (including the original target date listed in the agency's FOIA Improvement Plan):  Create and load the Corozal American Cemetery burial database onto the agency Web site by December 31, 2006. 

 

3.      Steps taken to correct the deficiency:  The database was loaded onto the Web site on February 2, 2007.

 

4.      Additional steps:  No further action is required.

 

B.                 1FOIA Improvement Plan Area:  Reference Guide

 

2.      Identify the deficient milestone (including the original target date listed in the agency's FOIA Improvement Plan):  Write a FOIA Reference Guide tailored to the scope of the ABMC FOIA program and incorporating best practices of other agencies by September 30, 2006; and publish the Reference Guide for distribution to the public and post it to the agency Web site by December 31, 2006. 

 

3.      Steps taken to correct the deficiency:  The ABMC FOIA Reference Guide was completed in January 2007, and the Guide was published on the Web site on March 14, 2007. 

 

4.      Additional steps:  No further action is required.
