Lieutenant Junior Grade Mowrey, U.S. Naval Reserve, was a member of Detachment 42, Carrier Early Warning Squadron 12, Carrier Air Wing 1 aboard the Aircraft Carrier USS FRANKLIN D. ROOSEVELT (CVA-42). On December 14, 1966, he was a crewman of a Grumman Tracer Electronic Surveillance Aircraft (E-1B) on a routine mission when one of its engines failed causing it to ditch in the South China Sea. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
