Staff Sergeant Kemp was born on June 4, 1947 in Sparta, Wisconsin. He enlisted in the Air Force and served in Vietnam during the war as an Air Traffic Control Specialist. He was discharged from the Air Force at Lajes Field, Azores and retired in Panama. He died on October 19, 2012 at the Panama National Hospital from an acute cardiac infarction and was buried at the Corozal American Cemetery.
