Joseph L. Cussen was born in New York City on May 1, 1900. He moved to Panama to work for the Panama Canal Company as a foreman of the laundry. He died on March 5, 1946. He was buried at the Mt. Hope Cemetery then reinterred at the Corozal American Cemetery in 1979.
