Lieutenant Neislar, U.S. Naval Reserve, was a member of Fighter Squadron 21, Carrier Air Wing 2 aboard the aircraft carrier USS RANGER (CVA-61). On February 20, 1969, he was the pilot of a McDonnell Douglas Phantom II Fighter (F-4J) over North Vietnam when his aircraft crashed over water 5 miles from AnHoa, Quang Nam Province. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
