Private Phillips was awarded the Purple Heart with Oak Leaf Cluster, the Combat Infantryman Badge, the Korean Service Medal, the United Nations Service Medal, the National Defense Service Medal, the Korean Presidential Unit Citation and the Korean War Service Medal.
Private Phillips was a member of Company H, 2nd Battalion, 5th Infantry Regimental Combat Team. He was seriously wounded while fighting the enemy in South Korea on March 19, 1951 and returned to duty on March 23, 1951. He was taken Prisoner of War while fighting the enemy near Ukkalgye, North Korea on April 23, 1951 and died while a prisoner on August 8, 1953.
