Chief Warrant Officer, Second Class Watkins was a member of the 158th Aviation Battalion, 160th Aviation Group, 101st Airborne Division. On October 8, 1969, he was co-pilot of a Bell Cobra Attack Helicopter (AH-1G) providing protective cover for a downed aircraft in the A Shau Valley in Laos when his aircraft descending through a cloud layer crashed into some trees, killing him. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
