Private First Class Phillips was a member of the 23rd Infantry Regiment, 2nd Infantry Division. He was seriously injured in South Korea on September 9, 1950 and returned to duty on September 19, 1950. He was seriously wounded by the enemy in South Korea on September 29, 1950 and died of those wounds the following day.
