Juliet Carter was born in Truro, Nova Scotia on November 5, 1873. She immigrated to the United States in 1893 where she married William Carter. They moved to the Canal Zone where William found employment. After William's death in 1928 she remained in Balboa, Canal Zone. She died on December 13, 1931. She was cremated and buried at the Corozal American Cemetery next to her husband.
