Ensign Belknap, U.S. Naval Reserve, was a member of Fighter Squadron 151, Carrier Air Wing 15 aboard the Aircraft Carrier USS CONSTELLATION (CVA-64). On June 23, 1966, he was a crewman of a Douglas Attack Skyhawk (A-4B) over the Gulf of Tonkin, when the aircraft crashed. His remains were not recovered. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
