Chief Warrant Officer, Third Class Carter was a member of 174th Aviation Company, 14th Aviation Battalion. On June 13, 1968, he was flying in a Bell Iroquois Utility Helicopter (UH-1D) on a command and control mission near the demilitarized zone. His aircraft collided with an Air Force Cessna Skymaster Observation Aircraft (O-2A) near Duc Pho, South Vietnam. His remains were recovered on October 5, 1993 and identified on August 31, 1995. His name is permanently inscribed on the Courts of the Missing at the Honolulu Memorial.
