Lieutenant Commander Ruffin was a member of Fighter Squadron 92, Carrier Air Wing 9 aboard the Aircraft Carrier USS ENTERPRISE (CVAN-65). On February 18, 1966, he was the pilot of a McDonnell Douglas Phantom II Fighter (F-4B) that was shot down a mile off the coast of Thanh Hoa, North Vietnam. His remains were recovered on June 3, 1983 and identified on June 27, 1983. His name is inscribed on the Courts of the Missing at the Honolulu Memorial.
